KP LG polls: JUI-F leads, PTI suffers defeats in strongholds

The vote count is under way after polling for the local bodies election in 17 Khyber Pakhtunkhwa (KP) districts ended.

According to unofficial and unverified results from 38 tehsil councils, Jamiat Ulema-e-Islam (JUI-F) is leading with 14 seats. Pakistan Tehreek-e-Insaf is at second position with nine seats. Independent candidates have won in six tehsils. Awami National Party (ANP) has so far won in five tehsils. Pakistan Muslim League (PML-N), Pakistan Peoples Party and Jamaat-e-Islami are following with two, one and one seats respectively.

JUI-F’s also won the mayorship of the provincial capital Peshawar and Kohat. In Mardan, ANP ‘s candidate for mayor sweeped the polls.

Elections was held in 66 tehsils of 17 districts Sunday. For the first time in the province, people have directly voted to elect tehsil chairmen/mayors.

The vote counts for these mayoral and tehsil chairmanship seats have been completed so far.


For the Peshawar city mayor election, JUI-F’s Zubair Ali has won the election with 62388 votes. PTI’s Rizwan Bangash stood second with 50659 votes. Peshawar’s mayorship is the most coveted one and at least 17 candidates competed for this position.

ANP’s Arbab Omar Khan won after securing 24415 votes. Omar is the son of former provincial minister Arbab Ayub. PTI’s Malik Ghulam Nabi Gul followed with 20398 votes.

JUI-F’s Talha Mohammed won after securing 13454 votes. ANP’s Ghazanfar Ali came on second position with 12562 votes

Tehsil Pishtakhara

JUI-F’s Haroon Sifat won after securing 10382 votes. PML-N’s Ghazanfar Ali came on second position with 9984 votes.

PTI’s Ishaq Khattak leads with 4014 votes, and his cousin PPP’s Ahad Khattak is left behind with 1600 votes, according to results from 23 polling stations. Ishaq is the son of Defence Minister Pervez Khattak.

ANP’s Ghulam Haqqani won by securing 22,743 votes and PTI’s Buland Iqbal Tarakai finished second after getting 13,023 votes. This is a big upset for the ruling party and the influential Tarakai family. Buland Iqbal is the uncle of KP Education Minister Shahram Tarakai.


JUI-F’s Qari Sher Zaman has won with 34,434 votes on the seat of the Kohat city mayor. Independent Shafi Jan Azad polled 25793 votes. PTI’s Salman Shinwari got 15,219 votes.

The election for the one mayoral seat from Dera Ismail Khan was postponed on Saturday after an ANP candidate was shot dead by unidentified gunmen.

At least 37,000 candidates competed for thousands of seats in the first phase of the local bodies’ election. About 700 of them vied for over 60 tehsil chairman/mayor slots.

The violence-hit polls left at least two people dead and several wounded.

In the first phase, the election was held in Peshawar, Nowshera, Charsadda, Khyber, Mohmand, Mardan, Swabi, Kohat, Karak, Hangu, Bannu, Lakki Marwat, DI Khan, Tank, Haripur, Buner, and Bajaur districts. The second phase will see polling in the remaining 18 districts on January 16.

Voters and the voting process

While 37,000 may sound like a huge number but each of the 2,382 Village Councils/Neighbourhood Councils that went to poll elected six to seven councillors. In rural areas, they are called Village Council (VC) and in urban areas Neighbourhood Councils (NC).

The results for NCs and VCs are expected before December 24.

The local bodies in Khyber Pakhtunkhwa are being restored on the orders of the Supreme Court after a delay of two years. All the political parties had been waiting for this for a long period.

Most voters in the 17 KP districts cast six ballot papers to elect 8 representatives:

  • A Mayor in divisional headquarters or a Tehsil Chairman in others areas. In total 66 of them will be elected.
  • Three general councilors, of which the one with the highest votes will become the head of Village Council (VC) in rural areas or Neighbourhood Council (NC) in urban areas. He/she will also be a member of the Tehsil/City Council. The election is being held for 2382 NCs/VCs and in total over 7,000 general councilors are elected.
  • Four other councilors, one each on labour/peasant, woman, youth, and minorities seat. Not every VC/NC has elected candidates on all of these four seats.

A total of 19,285 candidates contested for general seats, 7,428 candidates competed on seats reserved for labour/peasant, 3,870 on women seats, and 6,000 on seats reserved for youth.

Before Sunday’s poll, the election commission announced that 2,032 candidates on the village council level had been elected unopposed. This includes 217 general councilors, 900 women councilors, 285 farmer councilors, 500 youth councilors, and 154 minority councilors.

The number of voters in 18 district councils is 10.26 million, out of which 7.01 million are men while 5.65 million are women.

The remaining 18 districts will go to the polls in the second phase on January 16.

VCs and NCs

The new local government system has done away with district councils. The two-tier system has Tehsil Councils for most of the areas. Their heads will be called Tehsil Chairmen. In divisional headquarters, Tehsil Councils will be headed by mayors and could be alternatively referred to as City Councils.

There are village councils and neighbourhood councils at the lower level.
